SBT Issuance Becomes an Allowance

Amends Open Sui SBT Issuance to Bookie Holders → Issuance Access. Effective 28 July 2026 on Sui mainnet.

What changes

The original proposal set issuance eligibility as a holding period:

Bookies holders on Sui who maintain continuous ownership for 15 days at snapshot qualify as issuers. Transferring an NFT resets the holding period.

That clause is replaced:

Bookie holders on Sui qualify as issuers immediately, with an allowance of one collection for every Bookie past their first. There is no holding period.

There is no ceiling. Holdings are not capped and neither is the allowance — twenty Bookies means nineteen collections. The allowance is a total, not a rate, and it is read live from chain on every check: nothing is stored, granted, or adjusted per account.

Why

The holding period was the only thing between the portal and unlimited issuance, and it was the wrong instrument. It delayed everyone equally — a serious issuer waited two weeks for their first collection — while doing nothing about the real problem: past the gate, one Bookie authorised an unbounded number of collections. One wallet used that to create over a hundred and seventy collections sharing eight names between them.

An allowance fixes both ends. No waiting period, so you can start the moment you hold two. And volume now has a price: more collections means more Bookies. It also replaces the anti-flip protection the holding period gave, and does it better — selling lowers your allowance immediately, so flipping costs you the thing you were flipping for.

What this means

  • Holding one Bookie no longer permits issuance. You need a second. If you issued under the previous rule, those collections are untouched.
  • Nothing already issued is revoked. Your collections stay live on chain permanently and keep earning your share. They do occupy slots in your allowance.
  • At your limit, only Create is gated. Dashboard, collections, earnings and share links stay open.

What this does not change

  • The SBT Claim Fees Incentive Plan is untouched. Its 30% distribution to Bookie holders still requires fifteen days of continuous holding at snapshot, and transferring still resets that period. The holding period removed here applies only to issuance eligibility — these are two separate rules that happened to share a number.
  • The rest of the original proposal stands: permissionless access to the Sui Move contracts, 35+ verified credential types, claim-page templates and the real-time mint feed.
  • Issuer incentives are unchanged, including the cap — the revenue share reaches its maximum of 20% at six Bookies. This is a separate curve from the allowance, which has no maximum.
  • The 15 SUI issuance fee is unchanged. The admin portal is unaffected and never consumed a holder's allowance.

Details

Selling a Bookie lowers your allowance but revokes nothing. If you sell below what you have issued, you are simply over — nothing is taken away, and you cannot issue again until holdings recover.

An unfinished issuance holds a slot for 30 minutes. Closing the Create flow at the wallet prompt reserves a slot so a double-submit cannot spend two; it expires on its own. You can resume it from your dashboard at no extra cost.

Historical usage is counted only where the chain can prove it. We count open-portal collections, which is verifiable on chain only for issuances after the 15 SUI fee arrived on 27 May 2026. Portal collections created before that left no fee record and are indistinguishable from admin-portal ones, so they are not counted against your allowance.

That under-count is deliberate. The alternative was inferring history from dates and account lists, where a wrong guess locks a legitimate issuer out entirely — handing someone an extra collection is the cheaper mistake. The effect is one-time; everyone stays capped at their holdings going forward.
